§ 17.10.210. Inspection program.

  • A.

    All privately owned stormwater management facilities shall be inspected during construction, during the first year of operation, and annually thereafter by the Department of Public Works.

    B.

    Regular inspections shall be made and documented for each ESD system at the stages of construction specified in the Design Manual and certified by a professional engineer licensed in the State of Maryland. At a minimum, all ESD system and other nonstructural practices shall be inspected upon completion of final grading, the establishment of permanent stabilization, and before issuance of use and occupancy approval.

    C.

    All privately owned stormwater management facilities shall be inspected and maintained in accordance with the stormwater management facility inspection and maintenance agreement. Not later than August first of each year, the owner and/or beneficial users shall provide the Department of Public Works with an inspection and maintenance report, in such format as may be specified by the Director of Public Works.

    D.

    The Department of Public Works shall maintain copies of inspection and maintenance reports for privately owned stormwater management facilities among their departmental records for a period of seven years from the date of the inspection.
