No subdivision plat shall be approved under this title unless, at the time of approval,
the subdivider has demonstrated to the reviewing agency that all improvements present
on, or intended to be constructed upon, the property to be subdivided are, or will
be, in full compliance with the then applicable provisions of the City's building,
housing and property maintenance standards (Title 17 of this Code), Zoning Code (Title 21 of this Code), and are consistent with the Comprehensive
Plan.
