No person shall practice or carry on the business or art of spiritualism, mind reading,
fortunetelling, clairvoyance, astrology, horoscope preparation and reading, palmistry,
phrenology, crystal gazing, hypnotism (except as administered by a licensed physician
or psychologist in connection with the practice of medicine or psychology), psychometry
or any similar business or art without having first obtained from the City Clerk a
license. The fee for the license shall be established by resolution of the City Council.
