During the month of December any portion of that property which was acquired by the
City Council from Galliher and Huguely, Inc., by deed dated August 16, 1958, or any
portion of that area known as the Dock Street parking lot, may be designated by the
Director of Public Works, or his or her designee, as an area to be rented to persons
offering Christmas trees and greens for sale, subject to the payment of the rates
established by resolution of the City Council. No space shall be rented to any person
who is in arrears in rent for any part of the City Market House.
