Every owner of a vacant structure and the land on which it is located, and every owner
of vacant land, shall maintain the structure and/or property free of refuse and in
a clean, safe, secure and sanitary condition in accordance with City Code Chapter 17.40, Sections 17.40.540, 17.40.560, 17.40.600, 17.40.620, 17.40.640, 17.40.740, 17.40.760, and 17.40.780, so as not to cause a blight upon the neighborhood or adversely affect the public
health, safety and welfare. No vacant structure, which is boarded up, shall remain
boarded up for a period of more than one year.
