Vacancies in civil service positions shall be filled by promotion or transfer by the
appointing authority if the authority finds a qualified and interested permanent status
employee within the civil service system. Whenever an existing contractual position
is classified into the civil service, any qualified and interested incumbent contractual
employee occupying that position for at least twelve consecutive months immediately
preceding the date of classification shall be entitled, in the process of filling
the newly classified position, to the same preference given permanent status civil
service employees. Promotions and transfers shall be on a competitive basis upon consideration
of applicants' qualifications, competitive examination scores (if one is given), records
of performance, and seniority.
