§ 3.16.030. Appointments.

    The appointment to fill a vacancy shall be based on merit determined by procedures established by rules and regulations of the personnel system.

    B.

    Policies and procedures for administering appointment lists shall be enumerated in the rules and regulations of the personnel system concerning the duration, cancellation, replacement, and consolidation of such lists, and the removal or suspension of the names of eligible applicants.

    C.

    Applicants for a vacant position who apply and qualify for employment or reemployment shall be placed on an appointment list. When an appointment is to be made to fill a vacancy, the Human Resources Manager shall certify the list to the appointing authority. The decision of the appointing authority as to the employment of any applicant shall be final.
